A client informed me that one of his employees was stopped by the Amherst Police this morning while on his way to work and asked where he was going.  When he said he was going to work, the police officer asked him what kind of work he did. He explained the type of work and why it was an essential business, and the officer let him go.  It is prudent for all essential businesses to prepare a letter explaining why your business is essential and give it to each  employee who is still reporting to work, and have them keep it in their car.   If you have obtained a determination  from Empire State Development Corporation that your business is essential,  give that to your employees. This is the first instance I am aware of where local police are enforcing Governor Cuomo's  essential business Executive Order.
